Frank Shadpour is the Founder and President of SC Engineers and brings over 40 years of mechanical, plumbing, and building automation system engineering expertise to the firm. Mr. Shadpour is a Mechanical Engineering Graduate of the University of Southern California and holds a Master’s Degree from the University of Redlands, California. He is a registered Mechanical Engineer, LEED Accredited Professional, Certified Commissioning Authority, and an ASHRAE Fellow. With extensive experience in energy efficiency and sustainable mechanical design, Mr. Shadpour demonstrates his ability to provide environmentally responsive and technologically advanced solutions for a variety of facilities.

An active member in both the professional and academic communities, Mr. Shadpour is the Program Chair of ASHRAE Technical Committee, TC1.4, “Control Theory and Application”; Instructor of “HVAC Design & Control” courses at the University of California, San Diego; and Author of The Fundamentals of HVAC Direct Digital Controls which is used as the course textbook at colleges and universities across the world.  Mr. Shadpour is also a past President of ASHRAE San Diego.



Lyle Willis is a Principal of SC Engineers and has over 40 years of experience in the design, implementation, and commissioning of mechanical, plumbing, fire protection, and utility systems. Mr. Willis studied at the School of Environmental Design at the University of California, Berkeley, and holds a Bachelor of Architecture degree from California State Polytechnic University, Pomona. He is a registered Mechanical Engineer, ASPE Certified Cost Estimator, and ASHRAE Fellow.

Mr. Willis has provided architectural and engineering services as both a Mechanical Engineering Consultant and a Prime Design Professional for a wide variety of projects ranging from small repair projects to large campus-wide building construction programs. He is an expert in evaluating mechanical systems and assessing their capabilities for adapting to new requirements. His expertise includes not only the mechanical system design but also the coordination of building architectural and electrical requirements needed to assure a fully integrated building design.



Edward R. Lehman is a Principal of SC Engineers and a registered Mechanical Engineer in the State of California. A graduate of the Indiana Institute of Technology and the MBA program from Syracuse University, Mr. Lehman has been an active member of ASHRAE and served on the Board of the American Society of Military Engineers in Washington, DC. Mr. Lehman has 40+ years of experience in the design and construction of HVAC, plumbing, and process systems for large manufacturing facilities; schools and colleges; hospitals and healthcare facilities; all levels of commercial building; plus extensive experience with all military branches of service, General Service Administration (GSA), and many other branches of the Federal and State governments. Mr. Lehman was awarded the National Certificate of Excellence in Engineering Design by the GSA.



Jeremy Clifton is a Principal of SC Engineers with over 20 years of highly technical mechanical and plumbing systems design experience. Mr. Clifton graduated from San Diego State University with a Bachelor’s Degree in Mechanical Engineering, with honors. He is a State of California Registered Mechanical Engineer and a Certified Commissioning Authority. His experience in engineering, as well as commissioning, provides the perspective to develop documents from both the engineer’s and the contractor’s viewpoint to identify and coordinate system requirements before they become “critical path” issues.

Mr. Clifton has worked extensively with the Department of Defense, having served as the Principal in Charge of hundreds of projects with construction values totaling more than $1B. He has also worked with numerous colleges and universities as well as healthcare providers, having provided mechanical and plumbing design services for such notable projects as the San Francisco State University J. Paul Leonard & Sutro Library; the LEED Platinum Miramar College Police Substation and Parking Garage; the Sharp Memorial Hospital La Jolla Modernization Project; and the LEED Certified Rady Children’s Hospital-San Diego Acute Care Pavilion.



Joseph Kilcoyne is a Principal of SC Engineers with over 18 years of experience in the design and analysis of building energy systems. A graduate of the Jacobs School of Engineering at the University of California, San Diego, Mr. Kilcoyne is a State of California Registered Mechanical Engineer and Electrical Engineer as well as a Certified Commissioning Authority. Mr. Kilcoyne is also a voting member of ASHRAE Technical Committee, TC1.4, “Control Theory and Application,” the national authority on building automation practice and implementation. He possesses a thorough understanding of California Building Codes; including the current Title 24 Energy Code and CAL Green.

Leading the Energy Team at SC Engineers, Mr. Kilcoyne’s expertise lies in energy management analysis and design. He has overseen technical energy audits for over 340 buildings totaling over 100 million square feet of commercial and institutional space. He has also served as SC Engineers' Program Manager for San Diego Gas & Electric’s (SDG&E) Retro-commissioning (RCx) Program since 2008. In one year alone, Mr. Kilcoyne provided RCx services for over one million square feet of commercial and institutional space under this program, identifying four million kilowatt-hours and 400,000 therms in savings as well as approximately $1.08M in annual energy cost savings. He is an expert in working closely with clients to guide energy projects from inception through design and construction to application for utility incentives to ensure that payback periods are minimized.




Justin Dolley is a Principal of SC Engineers with over 15 years of experience in the design and analysis of mechanical and plumbing systems. Mr. Dolley holds a Bachelor of Mechanical Engineering from Rensselaer Polytechnic Institute and is a State of California Registered Professional Mechanical Engineer. His experience includes a variety of project types including Federal, Defense, Healthcare, Technology, and Education. Mr. Dolley has served as the Project Manager and Principal-in-Charge for many complex infrastructure and renovation projects.
