Frank Shadpour, Founder and President of SC Engineers, brings over 40 years of expertise in mechanical, plumbing, and building automation system engineering. A Mechanical Engineering graduate of the University of Southern California with a master’s degree from the University of Redlands, he is a registered Mechanical Engineer, LEED Accredited Professional, Certified Commissioning Authority, and an ASHRAE and ASPE Fellow. With deep experience in energy efficiency and sustainable design, Mr. Shadpour consistently delivers environmentally responsible and technologically advanced solutions for a diverse range of facilities.

An active leader in both professional and academic communities, he serves as Committee Chair of the ASHRAE College of Fellows, teaches “HVAC Design & Control” at the University of California, San Diego, and is the author ofThe Fundamentals of HVAC Direct Digital Controls , a widely used textbook in colleges and universities worldwide. Mr. Shadpour is also a past President of ASHRAE San Diego.



Lyle Willis, a Principal at SC Engineers, brings more than 40 years of expertise in the design, implementation, and commissioning of mechanical, plumbing, fire protection, and utility systems. He studied at the School of Environmental Design at the University of California, Berkeley, and earned a Bachelor of Architecture degree from California State Polytechnic University, Pomona.

An ASHRAE Fellow, Mr. Willis has delivered both architectural and engineering services as a Mechanical Engineering Consultant and as a Prime Design Professional on projects ranging from small-scale repairs to large, campus-wide construction programs. He is highly skilled at evaluating systems and determining their ability to adapt to new requirements. His expertise extends beyond mechanical system design to include the seamless coordination of architectural and electrical elements, ensuring fully integrated and high-performing building designs.



Edward R. Lehman, a Principal at SC Engineers, is a graduate of the Indiana Institute of Technology and holds an MBA from Syracuse University. An active member of ASHRAE, he has also served on the Board of the American Society of Military Engineers in Washington, DC. With over 40 years of experience, Mr. Lehman has led the design and construction of HVAC, plumbing, and process systems for large manufacturing facilities, educational institutions, hospitals and healthcare centers, and a full range of commercial buildings. His extensive portfolio also includes projects for every branch of the U.S. military, the General Services Administration (GSA), and numerous federal and state agencies. In recognition of his outstanding contributions, Mr. Lehman received the National Certificate of Excellence in Engineering Design from the GSA.



Jeremy Clifton, a Principal at SC Engineers, brings over 20 years of specialized expertise in mechanical and plumbing systems design. A graduate of San Diego State University with honors and a bachelor’s degree in mechanical engineering, he is a Registered Mechanical Engineer in the State of California and a Certified Commissioning Authority. Mr. Clifton’s dual experience in engineering and commissioning gives him a unique perspective, enabling him to develop documents that address both engineering and contractor needs. His proactive approach ensures system requirements are identified and coordinated early, preventing potential “critical path” challenges before they arise.



Joseph Kilcoyne, a Principal at SC Engineers, brings more than 20 years of expertise in the design and analysis of building energy systems. A graduate of the Jacobs School of Engineering at the University of California, San Diego, he is a Registered Mechanical Engineer and Electrical Engineer in the State of California as well as a Certified Commissioning Authority. Mr. Kilcoyne also serves as Program Subcommittee Chair for ASHRAE Technical Committee TC1.4, Control Theory and Application, the national authority on building automation system practices and implementation. His leadership in this role contributes to advancing industry standards and best practices in building automation.




Justin Dolley, a Principal at SC Engineers, brings more than 15 years of expertise in the design and analysis of mechanical and plumbing systems. He earned his Bachelor of Mechanical Engineering from Rensselaer Polytechnic Institute and is a Registered Professional Mechanical Engineer in the State of California. Mr. Dolley’s portfolio spans a wide range of projects, including federal, defense, healthcare, technology, and educational facilities, showcasing his versatility and depth of experience across diverse sectors.
